A knockdown rebuild in Canberra rarely stalls because of the build itself. It stalls at the paperwork stage: the Development Application (DA) and Building Approval (BA) the ACT requires before a wall comes down. If your design pushes past those limits, whether that is a larger footprint, an extra storey the block does not allow, or an overshadowing problem, DA approval in Canberra stops being optional. At that point you need full council approval for the rebuild, not a self-check.

Lodging the Development Application

Your architect or planning consultant lodges the DA through the ACT Government’s eDevelopment portal, with a site plan, floor plans, elevations, shadow diagrams and a planning report attached. The Authority runs a completeness check first, usually five to ten working days, before formal assessment begins.

Timing then depends on the track. A code-track application is meant to be decided within 20 working days. From there, inspections happen at set stages: footings and slab, structural framing, waterproofing, and a final check before occupation. Skipping one, or building ahead of an approved stage, is a costly mistake, since rework to satisfy a missed inspection usually costs more than waiting would have.

Most hold-ups trace back to a handful of avoidable issues:

  • incomplete documentation at lodgement, which restarts the completeness check
  • a design that clips setback or overshadowing rules and needs reworking mid-assessment
